If something feels like an uncontrollable compulsion or it stops you from doing other things you either must do or enjoy doing, then it's too much.
Assuming you're a guy, apart from possible superficial abrasions that are very uncomfortable but should heal pretty fast, there's no point at which masturbation becomes physically harmful. However, one risk that you might consider is that masturbating in a particular way is essentially training yourself to reach orgasm by that method. If you use a lot of friction (downward-facing bed-humping is particularly bad), then oral, vaginal or anal intercourse is probably not going to provide the friction you've trained yourself to need.
