How many partners do you think is normal/okay for an 18 year old female?
Bear in mind in the UK it's legal to drink alcohol and go clubbing which in most cases will gain you at least one sexual partner.
Depends on the person. I've known people that age to have 0 and others to have 7. I don't think there's any one number which is acceptable. It depends on the circumstances you were in each time, why you did it, etc.
For example, a person could have had one serious relationship by that point, and may have had sex with that one person by 18. Whereas other become sexually active at 17, yet have slept with 12 people by their 18th, which I find crazy. As long as people are being healthy about it, then I'm happy.
