A sexual partner is defined as someone who you have had vaginal or anal intercourse with. Once it's in, it's done (he doesn't have to finish). Oral doesn't count.
I'm married and older now but in my youth I was pretty wild and had somewhere between 50-100, don't remember exactly. I have never had an STD. I used condoms and used to get checked regularly. My husband was exactly the same and has also never had an STD. So no, your assumption is not a certainty for many people in that position.
