Without due process they cannot do any of it legally and so far no one has challenged them so they get away with it. Notice how your article did not cite a single law, or legal code under which authority they can do this. "The man argued he was denied due process when the trial court delayed appointing him an attorney, and judges AGREED."
You will notice though, that the government knows this, which is why shelter in place decrees have not limited anyone's right to leave their home or conduct business.
Businesses that have been forced to close have legal standing to sue the government and WILL win or get paid off before it goes that far, if and when they challenge them.

What are you talking about? All of the things listed are rights you have which have been infringed upon illegally.
Forcing businesses to shut down, forcing you to stay home, these are unconstitutional without due process. Pandemic has nothing to do with it.
