    I think they should. Where in the constitution does is prohibit that?

    If you disagree and want the disease to spead more and kill people because the government shouldn't be allowed to do that, then just say that. Don't say its unconstitutional when it's not to try to somehow justify your radical and nonsensical viewpoint.
