It's nice to see someone who's actually prepared to do something about the current state of affairs, rather than just complain about it, expecting someone else to fix it.
That being said, I unfortunately have no idea how to do this. Also, you didn't mention which country you live in and I'm sure the rules for starting a political party are different in different countries.
Here in South Africa, just about any fool can start their own political party and all they have to do is lie, appeal to the masses and they get enough votes to actually stand a chance. Its quite sad. I wish you luck on your political journey. I hope you can make all the changes you would like to.
