How do you measure penis size?

Do you measure your penis size when its erectile or non-erectile? I have always wondered that and wondered if i was measuring wrong or at the right/wrong time. (for the less knowlagable ones, do you measure your "dick" when you have a bonner, or when you don't have a bonnner?)
