They should go when they are ready. Forcing them to go is asking for them to fail. They will get very little out of the experience. They should have a choice: College (or trade school), military, or a volunteer group like Americorps. B
But I'm willing to let people just do nothing. I don't agree, but if you make education sound like punishment, who would want it?
I second this idea. Personally, I would have benefited from college WAAAY more if I had worked a crappy job for a year or so before jumping into college.
