I wear it sometimes and I went through a phase around February-March where I wore it every day. Loads of guys stared at me like I was a freak or made a sarcastic comment, but whenever someone said anything about it someone else would come to my defense. It was really strange. I felt controversial, and it was pretty easy to see how people who wore that sort of style would develop a "nobody understands me" attitude, because that's what it felt like; nobody seemed to get why I wanted to look that way (the real reason being that the girl I really liked said she thought guys wearing eyeliner was "cute", not because I "needed to be different" or was "expressing my inner pain", or that I was gay like a lot of people thought :P). Girls were about 50/50 on it, but the girls whose opinions I cared about were probably about 80% positive :)
I would never put on anywhere near as much as most of the guys in that picture though. The most I'd wear is about as much as the guy in the middle, the guy on the left in particular looks ridiculous to me but that's just my opinion and the right-hand man looks good but I wouldn't ever have the confidence or patience to try that.
I think I come across quite superficial in this comment, which is strange because I really don't think I am :/

Thinking of how it got there is the weirdest part for me, not so much seeing it already on..do they go into Sephora and buy it? Do they stand in the mirror to ensure it's applied just right? I don't understand it. I don't think I've ever even had to encounter it. Doesn't bother me, though.

I struggle with putting on moisturiser and abit of gel for my hair... eyeliner would could havoc for me. I'm not saying I'm against the idea of males applying the stuff to their eyes but damn many of us can't even keep a stable finger on a lightswitch let alone play the pin the tail version for your eyes.

Honestly, I think I look fit with eyeliner on. It looks good on me. I think the Ancient Egyptian men got it right, as did Johnny Depp and Russell Brand :)
If I didn't think everybody would think I was some pretentious, superficial and effeminate wanker, I'd wear it all the time. Alas, only at fancy dress parties for me :*(
