I'm a girl, and I've definitely had this problem on numerous occasions. The bottom line is: love makes people stupid. In fact, it makes people so stupid that they often can't see what's plainly in front of them (for example, the bitch factor). This is especially common when the relationship has just started. I used to get really pissed off about it, which I found never worked, so I just forget about them for a while. Not completely, but just enough to where your friend is going to want to pick a day to hang out. It's kind of like how guys want to call a girl, but they don't want to call her right away, then she freaks out and starts to think that the guy doesn't like her anymore, so she calls. It's a non-fail method that I still use. And I did think to myself that maybe I was just being too harsh on the guys she was dating, but no... she was dating total losers that even her family hated. But now she's with a good guy and we can all hang out. It's just a mindset that you have to develop... things will get better.
