Most do that because they're bored and most don't know the repercussions. They're also worse because its considered harassment for e.g. my partner she keeps getting dick pics from people she doesn't know and it gets to a point that she constantly blocks them. It is somewhat common but disgusting not just American people who do it. If you do see someone sending a dick pic you should block them because I deem that as harassment. It is even more disgusting when a dude sends one to minors just as when they send one to someone their age. It is common for non American people to do that as well, the most who do that are actual creeps regardless of their motives/intents.
