"Only authorized personnel should have guns" ok so the cops and the military? This is a good statement from someone who's been living near a bastion of civilization but where I come from it takes a half hour or more to respond to my house even if you are gunning it. Even if it takes 5 minutes the robbers could have killed you in that time. Guns are the great equalizer a female with a gun and a strong man with a gun both register as the same level of threat (that's why you see dumb ass children getting shot over this) a gun is a tool for killing so no matter who has it it has the capacity to harm wether be friend or foe that's why it's up to the gun owner to have responsibility to their weapon.
