How can i lose my belly fat and gain muscle at the same time

well im 20 years old in college, my weight is 75 kg and i find it as a perfect weight for me but the problem is that in my upper body im thin and i dont have that muscle but in the same time i got fat in my belly and my leg, its not that big belly but it does bother me, so i just want to lose the fat in my lower body and gain muscles in my upper body to make it propotional and to look musculine, i dont want to be superfit but i want to be just in a good shape, the problem is that i made a research and all i get that its difficult to gain muscle and lose fat simultaneously because every goal has a different training and eating method so im confused i cant lose wight because id be thinner and i cant gain weight cause my fat will increase so i thought id ask out and maybe i get something helpful
sorry for the terrible english

Eat more protein, less carbs and exercise. Lift weights, do pull-ups and walk/cycle daily.

Lift weights and gain muscle first, but maintain a healthy diet that will help reduce your fat and do occasional cardio.
Once you're comfortable with your muscle mass then make cardio your main focus and start cutting down left over fat so that the muscles become extra visible and be sure to monitor your food intake! Weight loss is all about how much calories you take in, and how many calories you burn exercising.

Edit: I'd also recommend looking online at the differences between 5lbs of muscle and 5lbs of fat, as well as guys bodies with different fat % to find exactly what kind of fat/muscle ratio you want to achieve.

You dont even really have to pay attention to calories. All you have to do is work out alot haha
