How are laws changed?

For example I got an email something about Ohio removing a prohibition for trans folks to change their legal gender marker. How do laws like these even get in court? Are laws just annual updated with times or like did someone have to hire a lawyer and go through all this stuff to make the legal changes for everyone? Or even something else entirely?

    Within the United States:

    State Laws are made or modified by the State Legislatures, and typically approved by the Governor (there is a provision for the legislature to over-ride a Governor's Veto by a Super-majority of the Legislature).

    National Laws are made or modified by Congress, and typically approved by the President (there is a provision for Congress to over-ride a President's Veto by a Super-majority of Congress).

    Courts may invalidate all or part of a Law.

    There are similar provisions for the Territories and Possessions of the United States that are not States.

    In most of the world the process of changing of laws are similar in most countries with a variety of local variations; except for dictatorships.
