I think sexual orientation is generally innate and involuntary, for the most part, but I'm not completely certain.
There is some evidence that suggests a degree of flexibility IIRC, at least for some people. But the idea that sexual orientation is not a choice is fundamental to the gay liberation movement, and has been used as the moral and legal rationale for civil rights and legal protections, so there isn't interest in exploring the idea of choice.
