I think you're making the assumption that it's possible to tell history without values or opinions.
Think of it using this pained simile:
"Reality" is like a bunch of ones and zeros. It doesn't make any sense by itself. To observe it in any meaningful way, you need your programming language. However, said language brings along with it certain emphases; some things are deemed more important than others, necessarily.
