It's probably because they don't know you, so they are assessing your attractiveness. The first stare is just a cursory stare, where the girl is wondering if she likes what she sees. If the girl continues to stare, then she probably finds you attractive. If the girl is staring openly, then she might purposely be trying to catch your attention. Anyways, that's just my perspective as a fellow female.
