Ever hear of child neglect? You can go to jail and have your kids taken from you if you don't feed or shelter them. Most countries have these type of laws. I live in the U.S. where they are part of the welfare and institutions code.
Well I know a mother who put her 6 kids into a care home coz welfare found out she took up with a paedophile. So who says we have to feed and clothe them?
Most of us do our best - but some parents are just shit human beings.
If I were the OP I'd stop doing the work for her and let her see how much a tutor or handyman would cost her!! By the same token, I don't think it's her duty to buy him a car at that price - although I would give it to may son!
Hating your mom for not helping you buy a car, but you help her?

You can go to jail, or get your children taken.
That doesn't make a parent take care of his child.
In most cases, the state and law don't even know who's neglecting a child.

All that mandatory means is that it's required or obligatory. I never said people can't get around rules or laws.
