I feel like it's a combination of how both economic issues and, to be frank, fucking drab culture meet to create this shitty situation.
Outside of London, there's very little to see or do. Virtually every other city (perhaps excluding Manchester, which has re-invented itself somwhat) is a post-industrial cesspit wallowing in the decline of traditional industry. Derelict warehouses abound.
I still to this day don't see what the massive draw is for immigrants (my own family among them). What's here that attracts you? Not wealth, and certainly not culture, that's for sure.

I live 20 minutes from Manchester, but find much better things to do in the small towns in the hills around it.
