      Yeah, owners SHOULD. I notice most people I know who live with dogs begin to treat their dogs like (spoiled) kids. They get offended if neighbors have a problem with the dogs crapping in their yards, or digging up their gardens, or barking all night/morning long. It's never a problem with the dog household, but with "unreasonable" neighbors.

      A few years ago when I was just starting high school I learned a lesson I'll never forget. I was babysitting a younger cousin (around 7). He started acting out in someone else's yard and stamping on her flowerbed, so I gently tried to coax him back onto the sidewalk. His mom was behind us so saw this. She screamed at ME for being mean to her kid. I learned that when someone else loves their children or pets (which is just about always), it's dangerous to get involved in behavior issues, even if you're being very cautious and nice about it. So I no longer expect dog owners to train their pets better.

    Never had this problem. Since I like dogs, when they get too close, I call to them and get their attention. Once they're looking at me, I kneel and let them lick my face (if I know the owner and dog) or hand, before petting behind their ears and all that.

    I don't like dogs much in general, but my cats can pretty much do what they want in that area is long as they're careful with the claws.
