If men are coming on to her it really is her job to deal with it. Letting them know they have no chance and they need to back off. (I'm not trying to be rude but you wanting to "handle it" will only make you look like you're not confident in your relationship and a little pathetic). My ex always liked it when men hit on me because he knew I shut them down immediately. However your girlfriend doesn't seem to do this. Your concern should be that she let's the situation drag out and continue much longer than necessary. The guy with the text messages should have been put in his place by HER a long time ago.
