Judging an animal based on its ear size is a bit out there, but I can understand what you mean about their excitability and barking. Sadly, many small dogs end up this way - not because of inherent inferiority in the dogs, but because their owners refuse to train them and socialize them properly, leading them to bark non-stop at every passing human, car, dog, cat, bird, or windblown leaf. Some (particularly one of my neighbors) keep them as "alarm" dogs, not bothering to understand that they annoy the neighbors, and will hardly scare off anything bigger than a housecat, let alone a burglar, as no one will even bother to come to their aid since it's "just that poor/crazy/etc dog barking at its shadow again".
Point is, chihuahuas get a bad rap because *humans* don't spend time or effort to train them.
