Get a loud whistle, air horn, or firecrackers and show that dog who's more loud and annoying.
I made my dog wear an electric shock anti-bark collar at night. It worked, he only barks during the day now.
It doesn't hurt them but is extremely annoying, so they learn not to bark unnecessarily.
But that's an issue you'll have to take up with the owner.
