No it's not normal. I don't understand this mass push to "reclaim" that word. To me it's not a cute fun word that sounds nice to say, it's a word with a really charged dark history behind it that was yelled at people as they were being enslaved and lynched.
If black people want to use it among themselves I guess that's their prerogative. Still, even when I hear black people using it never sounds positive. It's usually in the context of "yeah lets fight them n***as!". When non-black people want to use it though... why? That's always my question...
