From a sociological/evolutionary-psychologist stand point, incest is considered to be taboo as a result of the possible (in this case, almost certain) birth defects that would be present in their offspring. It removes two viable human specimens with possibly beneficial genetic traits from the gene pool, effectively making it as though they were never born from a genetic diversity view point. That's the best case scenario, if the offspring are viable, however, then it can put a heavy burden on the gene pool by introducing harmful birth defects. It's not legal in many places for the same reason that some places charge mothers who abuse drugs/alcohol while pregnant with child abuse or similar charges. It's considered cruel to the children unlucky enough to be born out of incest.
