Insist then that he TELL his family etc. as a declaration of his love to you. Speak up for yourself here - you don't need a formal family ceremony - but you also don't want eloping to be secretive. Let him know that this is your position, period.
My bet is that he is not telling because he will be pressured and would have to stand up for himself.
