Yes it is normal. Sometimes if people are doing nothing they will just be looking around. I kind of do this too. Not that I am ever looking at one person I am just kind of looking around. Maybe they are looking and think you are good looking or wants to talk to you but hasn't got the courage. It is kind of awkward being in such a situation.
