Strictly, I should have said Hitler authorised experiments on the homeless in his name but I thought it was implied. Likewise, when I say England fought Germany in the Second World War, I don't expect anyone to think that two outlines of countries detached themselves from the map of the world and engaged in fisticuffs; more that men and women from these countries fought each other in the name of those countries.

No he did not , but his soilders and following staff did some pretty messed up stuff .
