It's normal, I have a step sister who is the exact same way.
She treats my mother like crap, steals, spreads rumors and tried her hardest to make everyone in the houses life miserable.
The only difference I can see is my step father is aware of all of this but refuses to do much about it.
Evil step daughters are common, I believe it can be spurred by jealousy. Some have the whole 'he's mine and no other can have him' factor. They don't want anyone stealing their daddy.
