It is absolutely not your fault that your parents failed your sister. Once two people have a child they are responsible for said child until it turns 18, no-one else, not their siblings, not their friends and certainly not their other children.
This must be a horrible situation for you to be in and I recommend seeking help from a therapist to deal with it.
