It's a sad, unfortunate circumstance. Smart people should have more kids and dumb people less but with how the world is, it'd be best if no one had kids for atleast a decade (or longer depending on how long it'd take us to get to healthier numbers). We're killing this planet at a rapid pace and our population has been revealed to still increase by 2050 (It won't level off as the experts once thought). By 2100, there's the possibility of there being 13 Billion (yes, you read that right) people on Earth. To me, that's alot sadder.
People argue that you could fit all 7 Billion+ in the state of Texas. But these are the same people who don't take into account where all the resources needed to support such a population will go or how severe the pollution will affect the entire biosphere. If we don't take care of it, humanity will die out.
Unfortunately, even if we had a reward system in place to reward those who don't/won't have kids, it's probably too late.
