IMO, you should ditch the padded bra and let your natural assets be known. That way, any guy is already going to know what to expect so there shouldn't be any surprise. And, FWIW, just as some guys think larger is sexier, some feel that small are, there are all types out there. I think the responses you've already received show that small shouldn't really be a problem.
In fact, there's a whole porn market for girls that look underage because of the size of their breasts. Grow some pigtails, get braces and you could make serious money off your small breasts.
