Get a lawyer and sue them into the dark ages. Nothing hurts more than having to fork over money. Besides, it's legal and they can't do anything about it. Take pictures of the dog dropping a turd in your yard for proof. Because that will deny it was their dog. Also call animal control. I don't know of any town that does not have leash laws. A loose dog will get captured and taken to the pound. The people will normally have to pay to a fine and service charges to get the dog back. If it happens several times, the dog can be considered a nuisance and it taken away permanently.
