I agree with Rusty-Rider, but please not in their car! That will only lead to escalation of the bad feelings and if I were you, I'd just put it on their lawn. You don't have fences to keep out other people's dogs?
If you don't have a dog of your own, I've seen electronic deterrent devices advertised but I have no idea whether or not they work.
