In my opinion, no. There are billions of people in the world, and the "the one," (if you believe in the sort of thing), can be anywhere.
I believe we all have choices; and some are better than others. Those choices increase depending on the population of the area we live in, otherwise we just end up settling or going for familiarity (dating someone who reminds you of your mom/dad/uncle/etc). In the end, your choice needs to be compatible with you after the honeymoon phase ends.
