I would say not exactly. It can even be slightly uncomfortable depending on what you're wearing, etc. But a boner is very receptive too feeling good, even just from brushing against fabric and such.
I could be wrong since of course no one really gets to experience both, but I suspect it's not all that different in overall experience from getting physically aroused as a woman.
