That would just be misanthropy, not racism. It's racist to think that innate qualities of different racial groups implies evaluative differentiation between them. It's misanthropic to think that all humans are equally inadequate.
Unless you're talking about racist jokes or stereotypes.
I agree, and would add that a misanthrope does dislike humans as a species, not just merely "disliking all races." The misanthrope doesn't distinguish between races, but focuses on the flaws of the species as the basis for the dislike.
