I went to a high school that included grades 8 - 12 and I never experienced any intimidation from the seniors, but I'm female.
It could be different for boys, especially the little guys who haven't had their growth-spurt yet. Having a hulking 17/18 year old hormone-stupid douche-bag remind you that you have 4 more years to be picked on and bullied, would be pretty terrifying.
It could also be that the school experienced an incident or two, where there was in fact some real bullying and it ruined the fun for everyone. To avoid lawsuits and negative press, it's better to have all students to conform to the same rule to protect the weak few.
Did you know that the brain, primarily the pre-frontal cortex - which is responsible for impulse control and decision-making, doesn't fully develop until around the age of 20.
