Do you think it's possible for small steps to change the world?

In the manga/anime Deathnote the main idea is whether small steps at a time can really change the world. For a long time I've been thinking about this, after watching the anime Deathnote i started thinking about it even more. Do you think small steps at a time (laws, rules, small campaigns) can change the world or there has to be a few big steps for the world become the way it should(way tougher laws, change in the way things work(governments, countries), etc.)?

    I don't believe ONE single small step can change the world. If it's something drastic then maybe.
    But the thing is, Us as a human race, we can't work together because there's too many conflicting views and not every body want to participate and is more comfortable watching things happen rather than doing.

    So, Our world is pretty much going to get worse if us as a human race don't get our act up.

    I think small steps could change the world, over time, because there are so many people have the ability to do a kind act. However, big steps can change the world much faster than small steps. In Deathnote I mostly got the feeling that it was testing human's morality and how we would act as god. Our conscience, represented by L, will always try to stop our lust for power, represented by Light/Kira.

    i don't think it's a single small step that can change the world but rather a collection of small things that ultimately lead to a better future and a better world. so yes, if preceded and followed by other small steps any small action can change the world.

    Yes, sometimes. No elaboration there.

    If small steps could change the world then it would be constantly pulled in all directions as it would be too easy for everyone to try and change it at once. Everything would be just as confusing as it is now.

    Sorry to be "that guy", but if a small step changes the world, is it not a big step?
