Honestly, I think both genders have it rough, especially in high school.
For boys there is a social hierarchy in place, that determines how others see you. If you're the person having sex, then you're at the top of the pyramid. The problem is that during high school, jerks usually get the women and that's frustrating for guys who actually are nice. It's as if a guy has to be a jerk to be respected, unlike girls who are seen as good if nice. In high school, most guys have it rough because of every other guys desire to be superior than the other.
For women in high school, the unfairness and cruelty lies in the expectations placed on them. At that age women are peer pressured into exhibiting some behaviors that they might not want to do but will because they want acceptance, as opposed to men who want superiority. On top of the peer pressure to be sluts they also are expected to be beautiful at all times. Wear pounds of make up or you're not going to be socially accepted by your peers. Thing is that they're not looking good for the males, some are, they're really looking good for themselves. Women at that age are feisty and highly competitive which causes a lot of tension with the other girls. Which is probably why a lot of girls prefer hanging around guys,less drama.
I know that your question didn't particularly state during what age guys and girls have it worse, but I'm currently in high school and this is what I observe both genders lives to consists of. As I mentioned earlier, both genders have it bad in high school, but I'm hoping it won't be like that after we graduate.

Why have you said "boys" and then "women"? It's "boys" and "girls". There are no women that attend high school.
