I'm sure both those things are sometimes true, but I think it's a lot more complicated than that.

Hairless genitals are now the norm in porn, and I'm sure that's a huge factor in bare genitals being the current fashion. The women in the first explicit porn I saw back in the seventies usually had natural bushes, and the guys were generally pretty hairy all over. Female porn actors who were bare had novelty value, and that's always a good thing in any business. More importantly, porn has a lot of closeups of genital action, and the actors being hairless makes it easier to see exactly what's going on. That was especially so in a time when the technical production values of porn were totally crap compared to today's HD. In the usual way of things, once women having hairless genitals became the norm, pubic hair became a niche genre.

Women removing their genital hair can be seen as just the obvious extension of the fashion that women should remove all their other body hair (and especially any random facial hairs). There are those who believe that this is a sign that our society wants women to look like prepubescent children, and I'm willing to believe there may be a some truth in that. But I think it's mainly about emphasising sexual dimorphism: human females tend to have a lot less body hair than human males, so women removing body hair emphasises their femininity. It's not that different to women wearing clothing that draws attention to their breasts, the wideness of their hips relative to their waist and how their buttocks tend to be larger than a man's.

When men remove their pubic hair, that makes their penis appear to be a little longer, since the base is not obscured by hair. Removing hair from the shaft makes it look neater and so more aesthetically appealing. And, since most people instinctively react badly when they get a hair in their mouth, a guy being bare - or at least neatly groomed - makes it more likely someone might agree to take their penis in their mouth. As for guys who remove all their body hair and the people who prefer guys like that, I'm inclined to think that _could_ be mainly about some people liking the prepubescent look. Some women find overtly masculine men intimidating or even frightening, and some gay guys prefer twinks.

I know some women remove their pubes because they believe that makes keeping themselves clean easier. One of my long-ago relationships was with a woman who had shaved her genitals from the time she was a teenager in the early seventies, so long before it was fashionable. While we were discussing the topic, I would also mention that I find prickly stubble distracting and much less appealing than the wildest, most luxuriant natural bush, so I wouldn't be thrilled if she decided to remove her pubes with no intention of regularly maintaining the bare. And, since I find shaving my beard a tedious task, I wouldn't ask someone to commit to doing this on an area that's much more awkward to reach.
