No, everyone deserves a second chance and people can change if they really want to. Killing someone for making a mistake is wrong on so many levels and what happens if afterwards it is revealed that the person was not guilty? I wouldn't feel scared or uncomfortable living in the same house as a reformed murderer or rapist if they truly have changed.
