Anyone who gives others unsolicited advice on how they should groom themselves is a douche. What, if anything, you decide to do about your body hair is your choice and nobody else's business.
A guy telling a woman that she should change her appearance is red flag. At the very least, it indicates that he's someone with rigid beliefs about what's attractive. It very possibly also means he has a concealed need to control women. If you're in some sort of relationship with this guy, be prepared for his suggestions on how you should change your appearance to continue and escalate.
It's not uncommon for both men and women to dislike their body hair and to believe they look better without it. Why that's the case is an interesting question, but I suspect it's often related to our culture's obsession with youthful appearance.
The next time some guy comments on your arm hair, ask him if he's a paedophile, since he seems to be saying he'd prefer it if you looked like a ten year-old girl.
