I'm not talking about in public, though I wish I was. I don't really think it's bad etiquette since it signals to the chef that you really liked the food.
Others tend to judge you for it, though, so blah.
And I mean with any food, doesn't have to be soup.

I get what you're saying. Maybe in different countries/cultures it would be acceptable. In mine it is not though.
