I think it depends on what kind of stuff they've done and why. I don't think people with serious mental issues that cause them to commit crimes (such as serial killers who can't seem to stop killing and act impulsively on their urges) have much of a chance of ever changing, as I'm not sure there is much effective treatment for that at this point.
Otherwise, I think that for the most part, people can choose to change for the better, but it has to be a conscious effort on their part and no one can make them change.
