I think men have school uniform fantasies/fetish type things, because high school is an extremely horny time for everyone involved, and that's usually around when your sexuality gets cemented into place. So the uniforms all their female classmates are wearing naturally become associated with sexual feelings in guy's minds. And that mental wiring can kinda linger on through adulthood.
So, yeah I think women do play on that sometimes. But they're not the source of it, imo. Are they the worst offenders for encouraging the sexualization of schoolgirls? Probably. I mean, who else encourages it?
It's not usually acceptable in any other situations that I know of.
Then again, the difference between an adult woman in a school uniform and an actual schoolgirl is usually pretty obvious and it's a big difference.
