I voted yes to the headline question. You don't make things easy by effectively asking the opposite question in the body text.
Of course many men prefer smaller boobs. I am into feet rather than chests, but when it comes to breast tissue I prefer it when it's just starting to emerge, the faintest hint of puffiness under the nipples. On women, the smaller the better. I see large breasts as maternal and unattractive. At best, if they're amazing, then I'm not put off, but generally I find them repulsive.
