Wayfarer and unknownone have it right. I have both insomnia and the occasional need to drink too much. I've never found a way to get rid of the bags but there are ways to minimise them. A treatment for haemorrhoids will shrink them (they're designed to reduce swelling). There are also cosmetic approaches such as putting something slightly reflective on the bags as it causes a trick of the light. Finally, surgery. Wouldn't recommend that, though. I've seen people come out of it looking like panda bears.
