This story is like being the Judge only hearing the plaintiffs side and trying to come to a verdict. Everything is hearsay.
I find it hard to believe this person was done wrong in a hospital setting where the idea is to heal people not create wounds. With this info I believe force was justified.
Your last paragraph about hard to believe this was done in a place that's for healing, not creating wounds. I worked in a state hospital for awhile. Very chaotic environment, not healing. Staff meant well but were forced to be too busy to care about patients. Still, no tasers were used when patients were restrained.

The keyword here is "apparently" and the above doesn't imply to me he was restrained and then tased. Her story is obviously coming out garbled (here say)
I think what she means by a "hospital" is actually a Psych Ward because who would throw a "shoe" if in a hospital you could grab and throw something more deadly...
Ok, now lets assume he's in the Psych Ward when this happened. He was put their because as she explained he's crazy and violent.
Moral of the story is this. Her story is going to be bias because its her boyfriend and that's seperate from hearsay.
