    Tell her you feel bad about it and that you didn't mean to make her feel weird about anything.

    "Hey, can I talk to you for a second? I feel really bad about looking at you like that, I don't know if it was weird for you, but if it was, I'm sorry for making you feel uncomfortable in any way." and then optional: "You're just really pretty, and I kind of didn't realize that I was looking at you like that."

    "I hope you don't feel any different about me as a friend because of it."

      I don't know bro, last time I said I'm sorry to people for anything they said I don't care and sent the social cue of calm down. Besides she could get suspicious about him for saying that. However, it seems like she noticed so he might consider it but I suggest he do it calmly and when she's alone.

      really good advice! Thank you, I've been putting things off for days and have had my head down around her because of her recent behavior. I hope i can fix things up, i'll post and update when i have word.

        Don't worry guy just be patient, don't overthink it, don't act clingy, and genuinely and calmly be a good person. She might come around one day and forget about that, it could take a while, but it might happen.
